From the Back Cover

'The nature of public events reflects the character of society and polity. The frequency of occurrence of events and levels of violence and disorder associated with them points to the freedom of conduct of such events and even abuse of such freedom. The response of the state and administration, especially the police, reflects the degree of respect for values of rule of law and democracy. The interaction between events and response are, therefore, indices of the presence or absence of these values.'
