About the Author
Judith-Anne MacKenzie is a barrister and has been an academic, Assistant Parliamentary Counsel, and a legal advisor to the DTI and the Department for Transport, Local Government and the Regions. She is now working as a member of the Government Legal Service in the Office of the Deputy Prime
Minister, as Divisional Manager of the local government and local government elections lawyers. Until her retirement, Mary Phillips was Dean of the Inns of Court School of Law. She has now returned to teaching land law as a Visiting Professor at City University, London.
