About the Author

The Late Sir Ian Brownlie, CBE, QC was a Barrister at Blackstone Chambers, London. He is also Chichele Professor of Public International Law at the University of Oxford, a Distinguished Fellow of All Souls College, Oxford, and Former Member and Chairman of the International Law Commission.
