In a rapidly shrinking world, governments everywhere find themselves increasingly obliged to deal with international economic issues. When dealing with such issues, their processes of decisionmaking prove strikingly different from those employed in the handling of political or strategic problems. DEBORA L. SPAR is Assistant Professor at the Harvard Business School. Specializing in the international political economy, she co-authored Beyond Globalism with Raymond Vernon.

GLENN TOBIN holds a doctorate from the Graduate School of Arts and Sciences at Harvard University. His special interests include the political economy of international trade, finance, and development.
