"Congress and the Environment" consists of a series of original case studies which developed out of a year-long environmental policy seminar held at the University of Washington. Each chapter surveys a recent piece of legislation to determine how Congress has handled a particular environmental problem. Focusing on issues from highway beautification to water quality control, from wilderness preservation to aircraft noise abatement, each study outlines the problem, the nature of proposed legislation, modifications of legislation in the course of congressional decision making, strengths and weaknesses of the final legislative product, and the general ability of Congress to respond to the issues at hand.
