About the Author:
Richard Gunther is professor of political science at Ohio State University. José Ramón Montero is professor of political science at the Instituto Juan March, and at the Universidad Autónoma de Madrid. Joan Botella is professor of political science at the Universitat Autònoma de Barcelona.
