About the Author:

Lawrence G. Brewster is Dean of the College of Professional Studies and Interim Dean of the School of Education at the University of San Francisco. Before joining USF, he was Academic Dean at Menlo College, and prior to that, he was Dean of the School of Liberal Studies and Public Affairs at Golden Gate University. He was Professor of Political Science and Associate Dean at San Jose State University. Dr. Brewster regularly consults in public policy and organizational development, and has industry experience as the former Director of Market Research for BT Tymnet, an international data communications company. He is the author of several journal articles and books.

Genie N.L. Stowers is Professor and Director of the Public Administration Program at San Francisco State University. She received her Ph.D. in Political Science and Public Policy from Florida State University in 1987. Professor Stowers teaches Public Policy, Public Budgeting, Information Management, Digital Government, and General Public Administration courses. She has published widely in the area of e-government and information management. Before service in academia, she worked in spouse abuse shelters/rape crisis centers, at the U.S. Department of Housing and Urban Development, and for the State of Florida.
