About the Author

Yardley |f David |i D |h Sir |s au, Emeritus Fellow of St Edmund Hall, Oxford, and Honorary Professor of Law in the University of Buckingham. Formerly Barber Professor of Law at the University of Buckingham, and Rank Foundation Professor of Law in the University of Buckingham. From 1982 to 1994 he was Chairman of the Commission for Local Administration in England (Local Government Ombudsman).
