Letters On The Importance Of The Rising Generation Of The Laboring Part Of Our Fellow-Subjects by Jonas Hanway. This mid-18th-century tract surveys the economic and moral implications of poverty in urban Britain. In two volumes, Hanway offers political, moral, and religious observations on the education and instruction of the poor, marriage and population, high food prices, the dangers of the national debt, and the care of the infant parish poor. He appraises mortality data for London and Westminster from the Bills of Mortality and advances a programme of reform: systemic parochial oversight, the creation of hospital placements for exposed and deserted children, and a plan for apprenticing poor children financed by a small certificate fee to parishes. He argues that virtue, piety, and prudent governance underpin national welfare and urges reforms in provisioning, debt reduction, and the governance of public resources to promote liberty and social harmony. The work blends arithmetical reasoning with moral exhortation to shape policy and everyday conduct.
