Systematic Colonization by Arthur Mills. In this 1847 tract, Mills argues that Britain must regard Systematic Colonization as a permanent national duty rather than a contingent expedient. He critiques the laissez-faire management of emigration and warns that private land companies and unplanned settlement produce absentee landowners, indebted colonies, and degraded settlers. Drawing on observations from West Canada and the Far West, he contends that a well-governed, planned program is superior to ad hoc relief or sporadic charity, capable of creating loyal colonists with land and institutions that sustain educational establishments and rule of law. Mills proposes a Colonial Land and Emigration Commission, with a superintendent aboard each ship, a land grant of fifty to seventy-five acres repayable after seven years, and a system of tickets for those not immediately employed, backed by government guarantees. He urges the government to fund and organize emigration, to select settlers with moral and economic qualifications, and to integrate church, education, and civil institutions, in order to secure empire, defend prosperity, and cultivate Christian communities across colonies. He cites opinions of colonial governors and laments past abuses in land sales and pauper emigration.
