Synopsis
Australian Social Development by Clarence Hunter Northcott is a comprehensive sociological study of how Australia developed a democratic society in the early 20th century. Northcott analyzes the interplay of immigration, land policy, and settlement, the rise of trade unions, industrial disputes, and the emergence of state intervention in the economy. The work covers a wide range of themes—from the colonial origins of convicts and free settlers to the gold rush era, land monopoly, and closer settlement; from the growth of the city–country divide to the formation of the Liberal and Labour parties; and from the mechanics of arbitration and wages boards to the social programs that aimed to improve health, education, housing, child welfare, maternity benefits, old-age and invalid pensions. The author argues that while Australia achieved much in democratic rights and social reform, it also suffered social inefficiency and class conflict due to uneven development and insufficient attention to scientific social analysis. He closes with a program of social efficiency comprising land and resource planning, education reform, industrial democracy, and legislated social services to align economic growth with humane values."
