The study reveals a great chasm between the rhetoric of expressed goals, fund raising, and the reality of their programs. Loop holes allow contributions meant for the needy to primarily benefit reigning executives and particular medical establishments instead. Case studies that prove to fall short include giants such as the American Cancer Society, American Heart Association, and American Lung Association. The authors conclude that these "charities" not only impede research, or at best, play a minor role, but the sponsored "public education" programs are poor. Self-perpetuating part-time boards, excess latitude given to the managers, and ineffective watchdog groups all contribute to the woes.
