From the Author

Mr. Huder has over thirty years experience in emergency management and response. In addition to his decades as a first responder he was also in charge of emergency management for much of this time. He has worked an ESF desk in an EOC, run an EOC during several disasters, designed EOCs, built EOCs in addition to designing exercises for EOCs since the early 90's. Starting in 2000 he has worked as a consultant on contracts designing exercises and simulations for EOC personnel. He brings this wealth of practical knowledge and the vast amount of research done to create a practical and useful guide to EOC operations.
