LIANG JIN received a BS and MSc in electrical engineering from theChangsha Institute of Technology, China, and a PhD in electricalengineering from the Chinese Academy of Space Technology. He is asenior member of the technical staff at Agere Systems in Allentown,Pennsylvania.
