About the Author:

GEOFFREY ROTHWELL is a senior lecturer in the Department ofEconomics at Stanford University and a senior research associate atthe Stanford Institute for Economic Policy Research. He receivedhis MS and PhD at the University of California, Berkeley. 

TOMÁS GÓMEZ is a professor of electricalengineering at Universidad Pontificia Comillas, Madrid, Spain. Heis currently Vice Rector of Research and formerly was the directorof the Instituto de Investigación Tecnológica at the sameuniversity.
