Code of Conduct revolves around the controversial Pueblo affair; and it gives a key to the mystery of that disastrous episode.
Owen Quade, a high American intelligence officer, and his wife Margaret have come to Switzerland on a skiing vacation. When they are invited as house guests to Wilhelm Kern's isolated chalet, their holiday seems to be luxurious. But Quade soon learns that Wilhelm Kern is much more than an urbane host. He is an enemy agent, with an assignment centering on Owen Quade and the Pueblo. The tension mounts and erupts in violence as the story drives to its shattering climax.
