Captain Jake Gulliver, a.k.a. Sandman, is a Green Beret who also deals in occasional assassinations for the CIA in the Vietnam of the early 1970s. Steelman, a.k.a. Razor, is Gulliver's superior in Saigon and harbors a pathological hatred for him. Dang, a former VC; Nhu, Gulliver's mistress; a ravishingly beautiful lady agent; and assorted American and Vietnamese officials, spies, and killers are involved in a torturously complex situation involving murder, lies, bribery, revenge, lust, and American aid.
