Naylor approaches the Soviet General Secretary as if Gorbachev were the chief executive officer of a huge business enterprise, in effect USSR Inc. He provides a "strategic analysis" and concludes that Gorbachev is being driven to radical reforms in all areas of Soviet life. He calls upon the United States to respond with sober realism, rather than with the outdated, primitive Reaganesque anti-Sovietism we have seen. This book is particularly valuable in reminding us that U. S.-Soviet relations are hardly the record of shining virtue versus the evil empire. Its style is breezy, occasionally jargon-ridden, and passionate. It should be read widely, especially by those interested in foreign trade or the U.S.S.R. R.H.
