Not a sequel to Mayor, Koch's second book claims to show how politics works at the local and national level. In fact, the focus remains primarily on New York politics. But Koch's sense of style is infallible, and the reader is carried through chapter after chapter of fascinating, often hilarious, anecdotes. Loosely arranged by subjects such as "constituent politics," "the public persona," and "coalition building," his topics range from parking meters to the troubles in Ireland.
