As president of the Institute of Reading Development in San Francisco, Mr. Copperman has for years been dealing with clients, some at the graduate-school level, whose disabilities in reading and writing arise from what they were not taught. He maintains that a school system which does not teach needs correction. He proposes steps to insure such correction.
