About the Author
E. J. van der Westhuizen is an associate professor of public administration in the department of public administration and development studies of the University of South Africa. He is a member of the Confederation of South African Employers (COFESA) and the South African Association of Public Administration and Management (SAAPAM). J. S. Wessels is an associate professor in the department of public administration at the University of South Africa. He is an experienced researcher and former practitioner in the field of developing personnel systems for the South African public service and a member of the SGB for Public Administration and Management.
