About the Author

Frances Cairncross has been a Senior Editor on the staff of The Economist since 1984. In 1991 she won the Reuters-Alp Action award for her work. She is a Governor of the National Institute of Economic and Social Research, and a presenter of the BBC Analysis program. She lives in London.
