By comparing how two local authorities deal with the risks involved in implementing Germany's environmental waste policy, this book questions how organizations deal with making decisions in situation of risk in general. Using a combination of risk sociology and institutional theories of organization, KSmper (ISO Institute, Cologne) examines how organizations develop institutional structures to cope with risk- taking decision making. He challenges the view that the most important factor is rationality, and argues that the key lies in an ability to absorb uncertainty. He shows how organizations develop institutional structures which both absorb uncertainty and allocate responsibility.
