Presidential Legislative Activity explores the presidency and develops a typology that examines presidential activities. Author Carl D. Cavalli uses samples from the Eisenhower, Johnson, and Nixon administrations to explore questions about presidential behavior. The data confirms much of the heretofore descriptive and anecdotal evidence on such things as levels of presidential activity and travel, but dispute the popular conception of presidents being legislators. One advantage to this approach is the ability to explore commonalities across presidencies, instead of uniquely labeling each administration. Another advantage is the ability to empirically explore the president's relationship with Congress. A regression analysis of activity determines that contact with individual members of Congress is driven by their status within the hierarchy and secondarily by partisan concerns. Finally, there is also some evidence that contact with Congress varies directly with a president's legislative success.

[from my Preface]
The idea for this work came from the simple observation of a graduate student pursuing studies of the presidency many years ago. I noticed that for all the speculation and descriptive accounts about presidential activity, there was no systematic accounting of what presidents do. As with much of the discipline of political science, studies of the presidency have changed over time from largely historical and biographical explorations to more methodologically rigorous ones. Yet the actual behavior of presidents was still the province of anecdotal description and behind-the-scenes, 'kiss and tell' books. It became clear that academic explorations of the presidency can greatly benefit from the development of a typology of presidential activities. This would allow us ta actually see what presidents do.... The analyses in this project confirm much of the heretofore descriptive and anecdotal evidence such things as levels of presidential activity and travel, but dispute the popular conception of presidents being legislators first and foremost.

About the Author:

Carl D. Cavalli holds a Ph.D. in Political Science from the University of North Carolina at Chapel Hill. He is a Professor in the Department of Political Science and International Affairs at North Georgia College and State University.
