Synopsis

In the third of a four-volume series, Whisker, who is not identified, notes that when the Civil War broke out, neither side was prepared to arm its troops with either adequate stories or manufacturing capacity. He also points out that, by and large the Confederacy bought better arms than the Union, partly because its finance was better organized, partly because it mattered more, and partly because it had savvier agents abroad. Initial chapters look at Union use of imported arms and Confederate blockade running, buying arms, and the imported arms themselves.
