About the Author

Moshe Hirsch is the Von Hofmannsthal Professor of International Law at the Hebrew University of Jerusalem. Ashok Kotwal is professor emeritus of economics in the Vancouver School of Economics at the University of British Columbia. Bharat Ramaswami is professor of economics at the Indian Statistical Institute, Delhi.
