Grade 7-9-- Each book begins with a broad historical overview of its topic and includes review questions for each chapter. Also featured are lengthy appendixes containing resources for further information and passages from speeches or documents referenced in the text. The history of immigration laws and increasing ethnic diversity recounted here is available in Anderson's Immigration (Watts, 1981; o.p.), and to a more limited extent in Fisher's Ellis Island (Holiday, 1986), but Bouvier does provide a memorable case study of his visit to the Mexican border to witness illegal immigration, a thoughtful discussion of the official language issue, and a useful analysis of the 1990 immigration legislation and its importance. Cooney's book traces the role of the president and congress in shaping American foreign policy, chronicling the struggle to move away from a strong isolationist stance in our early days to increased international cooperation today. Key issues are the Monroe Doctrine, the Spanish-American War, the League of Nations, the postwar period, the Cuban Missile Crisis, the cold war and Vietnam. Many specialized, abstract terms are introduced; some lack definitions. The latest references to U. S.-Soviet relations are already dated, but the strength of the book is its broad survey of the changes in American foreign policy, an area in which few titles are available. --Susan W.
