Synopsis

How are collective policy decisions implemented within individual countries? What are the effects when directives are executed with delay or not at all? Making European Policies Work considers these questions within the framework of European Community policy-making. For the first time, a systematic study of an identical set of directives and regulations in ten Member States provides thorough insight into the obstacles which have been met in the implementation of European Community policies. In volume one of this two-volume work, the contributors present the major analyses and conclusions of European Community policy implementation drawn from material gathered over two years by ten national research teams. Also included are the major discussions and conclusions of the IVth Erenstein Colloquium which brought together professional administrators and experts from twelve Member States and the Community′s own institutions to debate the implementation of European Community policies. Volume two contains the reports of the national research teams, which describe and analyze the process of incorporation and implementation of 17 directives in 10 countries. A complete profile of the implementation systems and procedures is given for each country while examining the execution of two Community regulations in the road transport sector.
