Written by Times of London reporters, this book, which is the U.S. edition of The Times Guide to the Single European Market , naturally stresses the effects of European economic unification on the occasional wallflower at the party, the United Kingdom. The handbook recalls the evolution of today's European community from post-World War II cooperative bodies and reprints major documents that paved the road to Europe 1992. The crisis this past September in the European Monetary System (EMS) has made some of the authors' prognosis on a common Eurocurrency sound overly optimistic. Nevertheless, their two chapters on the EMS are lucid background to this fall's standoff between Germany and its fellow EMS participants. The authors also make sense out of eye-glazing-over agreements on value-added tax (VAT) rates, satellite broadcasts, and regulations such as limits on truck weights. However, readers will find more about the new Europe's influence on the United States and Japan in Michael Silva and Bertil Sjorgen's Europe 1992 and the New World Power Game ( LJ 7/90).
