This book is based on a series of lectures given by the author as part of the Julian J. Rothbaum Lecture Series at the University of Oklahoma. Conable, president of the World Bank, is an expert Congress-watcher and presents a critique of Congress, particularly the House of Representatives, in its quest to reform tax legislation. The role of the Ways and Means Committee in this effort is thoroughly analyzed and the roles of key members such as Al Ullman and Dan Rostenkowski are highlighted. Conable's review of the history of tax legislation activities by Congress provides a frame of reference for the student/scholar who wants to explore the behavior of this powerful legislative body. A well-written, thought-provoking commentary on the subject.
