William L. S. Rowe is a partner with the Richmond, Virginia office of the Hunton & Williams law firm. His practice focuses on state and local tax controversies. Mr. Rowe handles administrative appeals and related litigation of leading cases involving all major Virginia tax disciplines. He has chaired task forces leading to the establishment of the Virginia Department of Revenue's Tax Policy Division. His task force leadership also helped to rewrite local business and professional occupation license (BPOL) tax laws in Virginia and to establish appeals procedures for local business taxes. A frequent speaker at major tax conferences, Mr. Rowe is an American College of Tax Counsel Fellow and is a member of the Virginia State Bar, the Virginia Bar Association, and the American Bar Association. Mr. Rowe earned his J.D. degree at the University of Virginia.
