While AIDS is a new phenomenon, Valdiserri indicates that the design, implementation, and evaluation of risk reduction programs need to be guided by fundamental principles of social science and public health, as well as by the experience of early programs on AIDS and other sexually transmitted diseases. He demonstrates that different segments of the at-risk population require different strategies, addresses the thorny question of HIV testing, and treats program evaluation.
