About the Author
Raymond L. Garthoff is a guest scholar in the Foreign Policy Studies program at the Brookings Institution. He is the former ambassador to Bulgaria, former Deputy Director of the Bureau of Politico-Military Affairs at the U.S. Department of State

Garthoff, author of Detente and Confrontation ( LJ 10/1/85), again joins the debate on nuclear deterrence and Moscow's military intentions. He draws on previously confidential Soviet sources--including a complete file of the Soviet general staff journal--to interpret new developments and changes in the Kremlin's strategic policy. Under Gorbachev, he argues, the Soviet Union has moved further away from an emphasis on aggressive nuclear war-fighting capabilities to a more defensive doctrine of minimal, sufficient deterrence. Soviet planning for even a conventional war in Europe reflects this change in military policy. Garthoff concludes his thoroughly documented and important treatise with implications for U.S. policy. Highly recommended for academic libraries.
