Synopsis

As the United States begins a new administration and starts looking into the 1990s, the diversity of challenges to our national security has never been greater. What basic approach should the United States take with respect to the military and arms control components of its national security policy? This volume attempts to answer this question by examining the recommendations of three schools of traditionalist, management, and progressive. Traditionalists argue that the basic policy approach of containment and nuclear deterrence adopted by the United States over the last 40 years should be continued. Those who believe in the management approach to American national security policy believe that the diversity of challenges facing the United States means that maintaining the status quo is impossible. The progressive school of thought concludes that the correlation of forces is so decisively in favor of the United States that American security planners should adopt a best-case analysis.
