The Author: Patricia McGee Crotty received her Ph.D. in political science and public policy from SUNY Binghamton. She is a professor of political science at East Stroudsburg University in Pennsylvania. In addition to publishing numerous articles on public policy issues, she has served as an administrator in both social service and environmental organizations.
