The concept of outsourcing raised major concerns, both pro and con, during the early 1990s, and the Commercial Technical Services Committee of the Association for Library Collections & Technical Services (ALCTS) concluded that case studies would help provide libraries considering outsourcing certain operations the information needed to make their decisions.
