About the Author
John H. Shenefield, former head of the Antitrust Division of the Department of Justice, is now with the Washington, D.C. law firm of Morgan, Lewis & Bockius.
Irwin M. Stelzer is a resident scholar and director of regulatory policy studies at the American Enterprise Institute and an economic and political columnist for the Sunday Times of London and the Boston Herald.
