About the Author:
Stephen V. Monsma is professor of political science at Pepperdine University and author of When Sacred and Secular Mix: Religious Nonprofit Organizations and Public Money (Rowman & Littlefield, 1996). J. Christopher Soper is assistant professor of political science at Pepperdine University.
