About the Author

Lucilla Fuller Marvel has more than thirty-five years of experience in social and urban planning, housing and community development in Puerto Rico. She founded Taller de Planificacion Social in 1973. Fuller Marvel obtained her BA in Architectural Sciences from Harvard College and a Masters Degree in Planning from the Graduate School of Planning of the University of Puerto Rico in 1972, where she subsequently taught planning.
