En los primeros anos de la decada de 1940, el gobierno de Puerto Rico acometio un ambicioso programa de desarrollo, conocido como Operacion Manos a la Obra, disenado para elevar el nivel de vida del Pueblo puertorriqueno, a traves de la industrializacion y la reforma agraria patrocinadas por el gobierno, de aumentos extraordinarios en los gastos gubernamentales para la educacion, salud publica, vivienda y otros programas de bienestar social. Los resultados de la Operacion Manos a la Obra han sido impresionantes.
