States are no longer the "fallen arches" of the federal system; governors, at least for the most part, are no longer "good-time Charlies"; and most state legislatures are no longer political backwaters. Regrettably, not all political scientists have recognized this resurgence of state politics, but one who has is Rosenthal, director of the Eagleton Institute of Politics at Rutgers University. He provides descriptive case studies and an insightful analysis into how states' legislative and executive branches both cooperate and conflict with one another in policy making and budget setting. This important study is a standard for others to follow. Highly recommended for all political science collections.
