About the Author

Prof. Ross' teaching and research interests include public policy and management. Experienced in both the public and private sector, Professor Ross is often consulted for his management expertise by both government and industry. His most recent published works include URBAN POLITICS (with Myron Levine) and HOW WASHINGTON WORKS: AN EXECUTIVE'S GUIDE TO GOVERNMENT (with Neil Kerwin and Lee Fritschler.) Additionally, Professor Ross publishes in journals such as Public Risk, Management Review, and The Urban Interest. Professor Ross is also a member of the American Society for Public Administration, is a recipient of the School of Public Affairs' Award for Outstanding Teaching and was elected Fellow of the National Academy of Public Administration.

Prof. Levine is Albion College (Michigan) John S. Ludington Professor of Political Science. Having served as a Fulbright Fellow in Slovakia, Latvia, Germany, and the Netherlands, he has written extensively on changing nature of urban planning and policy on both sides of the Atlantic. Interested in electoral affairs, has is also the author of PRESIDENTIAL CAMPAIGNS AND ELECTIONS.
