This book, published by the nonpartisan Council on Foreign Relations and co-authored by two Rand Corporation analysts, explores the arms control agenda of the Bush administration. The authors focus on strategic nuclear forces, the Strategic Arms Reduction Talks agreements, the Antiballistic Missle (ABM) Treaty of 1972, conventional force reductions, and the various arms control options available for each. Reagan's Strategic Defense Initiative is seen as threatening to arms race stability, as is his broad interpretation of the ABM Treaty. This legacy, combined with Gorbachev's willingness to negotiate, presents Bush with some interesting challenges. Highly recommended for international relations collections.
