About the Author

Alan Werner is a principal associate at Abt Associates, Inc., where for the past 18 years he has designed and conducted numerous large-scale comprehensive evaluations for state and federal agencies. His principal policy areas are welfare reform and employment policy for low-income workers. Before coming to Abt Associates, Dr. Werner was the director of research for the Massachusetts Department of Public Welfare. He has also conducted research and taught courses in the history of social welfare policy and in ethics and public policy at the Florence Heller School for Advanced Studies in Social Welfare at Brandeis University.
