Irving Louis Horowitz (1929-2012) was Hannah Arendt Distinguished University Professor Emeritus of Sociology and Political Science at Rutgers University. He was the founder and served as chairman of the board and editorial director of Transaction Publishers.

The papers were selected from a 1969 conference at Rutgers University and the result is an excellent overview of problems and prospects for social policy analysis. Unlike most edited collections, the essays are coherent, woven around the same or similar themes and of uniformly high quality. They are not laden with extensive footnoting. Instead, they represent the efforts of thoughtful persons reasoning in public on the import and limits of rationality in public policy. It is an important discussion.”
