Sebastian Haffner's writing is direct and forceful, even in translation. In The Ailing Empire, he analyzes the rise and fall of the German Reich, from its foundation in 1871 to the defeat of 1945. He sees the Reich as "an empire built on war" and committed to an aggressive, expansionist policy that led to the catastrophic debacle of World War H and the fall, occupation, and partition of the state. Exploring the reasons for German aggressiveness and the ultimate ruin that ensued, Haffner traces in quick but insightful strokes the adlitary and political genesis of the Reich and its historical development. Haffner has been praised for "being in command of the facts but unconstrained by the reticence of the academy." Therein lies his strength and his weakness. He seems to know his subject authoritatively, but his conclusions and interpretations are usually delivered without much attempt to establish their validity based on the facts. For example, after stating (with no proof) that major states seek power and expansion as "the very basis of their existence," he concludes (again with no proof) that in 1871, when Germany had become a major power, "like other such powers it instinctively sought to become bigger still, an instinct apparently bestowed at birth." This fuzzy type of reasoning explains nothing and is of no use to the serious researcher. I recommend this book for its clear writing and useful information content, but these merits should not seduce readers into accepting its conclusions uncritically. -- From Independent Publisher
