Synopsis

Although considerable work in input-output analysis of education has taken place in recent years, the effort has been handicapped by two major problems: only a few outputs could be measured, and no methodology has been developed to combine the diverse outputs into a single index. This study attempts to solve both problems. The Pennsylvania experience with its ten goals of education is used to illustrate the potential for using a broad range of educational outputs in the context of a simultaneous equation model; and the canonical correlation technique is used to combine diverse outputs into a unified index. The study's emphasis on manipulative inputs suggests results that could have far reaching consequences for the actual management of public education. Other input output studies in education are reviewed and applications of the techniques described are amplified.
