Because this collection of essays from a 1984 seminar includes such authorities as Helmut Sonnenfeld, Paul Warnke, and Roger Fisher, it should be widely read. But the "lessons" are less surprising than the many obstacles to reaching an agreement. Herbert York's essay, for example, details opposition within the U.S. administration to a Comprehensive Test Ban Treaty with the USSR. No contributor offers comparable insight to Soviet decision making, but the collection succeeds by bringing out original observations from a variety of negotiating contexts.
