GIRARD MILLER is an investor, writer, strategic consultant, and commentator residing in Malibu, California, after working extensively in many capacities in the public sector and investments. After serving the Government Finance Officers Association staff as director of technical services, he spent 18 years in the investment industry. He has been an adviser to the White House and the U.S. Treasury Department, and now serves as a member of the Governmental Accounting Standards Board and a director of the venture capital arm of a statewide public pension plan. Girard has authored twelve publications for the GFOA, including the original version of this booklet and GFOA s renowned textbook Investing Public Funds. He earned a master of public administration degree from the Maxwell School of Public Affairs at Syracuse University and a master's degree in economics from Wayne State University in Detroit. He is a Chartered Financial Analyst (CFA) and a fellow of the National Academy of Public Administration.
