The third book in the 2000 Mandate for Leadership Project addresses important foreign and domestic policy issues such as education, social security, taxes, and national defense.

About the Author

Stuart Butler is the vice president of the domestic and economic studies at The Heritage Foundation.

A nationally recognized specialist on social and economic issues,Butler has co-authored The Heritage Consumer Choice Health Plan and Out of the Poverty Trap: A Conservative Strategy for Welfare Reform. He also wrote Enterprise Zones: Greenlining the Inner Cities and Privatizing Federal Spending. Dr. Butler earned a B.A. in physics and mathematics, an M.A. in economics, and a Ph.D. in American economic history from St. Andrews University in Scotland.

Kim Holmes is the vice president and director of The Kathryn and Shelby Cullom Davis Institute For International Studies at The Heritage Foundation.

Holmes is Heritage’s principal spokesman on foreign and defense policy issues. Prior to joining Heritage, he had been a Senior Fellow at the Institute for Foreign Policy Analysis. He is the co-editor of: Issues 2000: The Candidate’s Briefing Book; Restoring American Leadership: A U.S. Foreign and Defense Policy Blueprint; The Index of Economic Freedom; and Defending America: A Near-and-Long Term Plan to Deploy Missile Defenses. Dr. Holmes is on the Board of Directors of the Center for International Private Enterprise. He holds a Ph.D. (1982) and M.A. (1977) in history from Georgetown University.
